Local Initiatives Support Corporation NY (LISC). Developers of Color Program

LISC NY engaged R.F. Wilkins Consultants to conduct the program design and implementation of a training program that assists M/WBE residential and affordable housing developers to bid for city contracts. Our firm has been responsible for the program’s overall project management, curriculum design, outreach, and special event production since 2021. The program has been so successful that we have completed 4 cohorts and the program is in the works for a national roll out.

R.F. Wilkins Consultants is one of two M/WBE compliance consultants contracted to represent the Port Authority of New York and New Jersey for the John F. Kennedy Airport Redevelopment Project, a multi-year, $20 billion project with a 30% M/WBE utilization goal. Our compliance efforts include assisting in the development of a robust W/MBE Supplier Program Plan, working with various cross- agency teams and managers to define stakeholder engagement strategies, assisting with the overall design, development, launch and management of the Agency’s compliance initiative, supporting compliance technology development, sourcing professional service organization and the trades and facilitating CUF compliance. We also created the Agency’s first-of-its-kind dashboard to track M/WBE utilization, contract payment, and project goals.

From 2011 to date, R.F. Wilkins Consultants has partnered with Urban Strategies, Inc., a Brooklyn-based non-profit organization to provide a full suite of project management services to drive their overall development and organizational expansion needs. Through fundraising and grant proposal writing, we have raised millions of dollars in support of their social service programs, including but not limited to affordable and emergency housing programs, NYC Department of Homeless Services’ temporary and family shelter programs, NYC DYCD and SONYC after-school programs, case management and NYC Administration for Children’s Services’ social service programs. Through our fundraising efforts, we have raised over $20 million in project capital for the Organization.

Urban Strategies Management Corporation is the firm’s commercial development arm. To date, R.F. Wilkins Consultants has aided Urban Strategies, Inc. in facilitating stakeholder outreach and M/WBE compliance surrounding the Year 15 capital improvements project. The project has supported improvements for more than 500 NYC Housing Preservation and Development housing units.

R. F. Wilkins Consultants is contracted with the Port of Authority of New York and New Jersey to work at John F. Kennedy International Airport’s Terminal 8 Concessions. From January 2023 to January 2025, RFW Consultants will partner with Unibail-Rodamco-Westfield to provide a comprehensive suite of compliance management and engagement services across JFK Terminal 8. As part of the Design Build Team, RFW will be responsible for ensuring MWBE, ACDBE, Local and SDVOB participation goals are met across buildout of concessions at JFK. The aim of both RFW and URW is to meet diverse goals across the concessions program at JFK Airport. This program will be inclusive of compliance, engagement, and sourcing efforts. ACDBE’s will be sourced and connected to tap into existing bids, opportunities etc., local workforce will be connected to the program, government partners will be engaged, all compliance and data collection will be managed, and workforce compliance and engagement will be implemented.
